Levels of enchantment: there is two: Level One: prevents wearer from being knocked back from hits and explosions, and will counter a strike with a knockback enchanted tool down a level (as in knock back two would take the effect of knockback one).
Then, (in the same tick but executing after the command above) have an execute command (executing as your no-knockback mob) all players with a radius of 2 the knockback resistance attribute. The reason for the ordering is so there is no conflict with multiple mobs who apply the no knockback effect.
It could be a potion made with something (haven't thought of what, suggestions appreciated but it should not be too rare) or a boots specific enchantment. In theory it could simply have one level or multiples, each of which reduces the natural knockback by some and cancels out the equivalent level punch/knockback enchantment (for pvp purposes).
